NAA: Housing Providers Urge HUD to Streamline HOME Program
On June 1, 2026, the U.S. Department of Housing and Urban Development (HUD) closed the public comment period for a supplemental notice of proposed rulemaking (SNPRM) entitled “HOME Investment Partnerships [HOME] Program: Further Program Updates and Streamlining.”
This SNRPM amends a rule previously adopted, though never implemented, at the tail end of the Biden Administration that would have imposed 22 federal landlord-tenant requirements to the HOME program. Instead, the SNRPM maintains much of the original rule’s focus on streamlining the program while eliminating many of the proposed regulatory burdens.
The National Apartment Association (NAA), alongside its industry partners, submitted comments to HUD praising HUD’s proposal to make HOME more efficient, but cautioned the agency to eliminate proposed “good cause” eviction requirements that were held over from the Biden-era proposal.
